Designation of DepEd Representatives to the Program Steering Committee, Program Management Committee, and Program Support and Coordinating Office, and Constitution of the Technical Working Groups of the Basic Education Sector Transformation Program

  1. The Basic Education Sector Transformation (BEST) Program, a partnership between the Governments of Australia (GOA) and the Philippines (GPH), supports the development needs of the Philippines with the goal of improving equitable access to quality basic education.
  1. Specifically, the Program aims to:
  1. improve equitable access to complete basic education;
  2. ensure that the complete basic education is quality education; and
  3. build and sustain an effective, transparent, and engaging governance of education.
  1. The Department of Foreign Affairs and Trade (DFAT) and the Department of Education (DepEd) jointly manage and oversee the program implementation, through the Program Steering Committee (PSC), with the DepEd Secretary and the Deputy Head of Mission of the Australian Embassy as Rotating Chairs, and the Program Management Committee (PMC).
  1. With the new management and direction under the current administration, the indicated DepEd officials are designated as the new members to the following committees:

Guided by the directions set by the PSC, PMC is responsible for operational oversight to ensure effective and efficient delivery of the Program.

The TWGs serve to identify, prioritize, integrate, align, sequence, and synergise all the different proposed activities from the central and regional levels and across partners to ensure that they are complementing each other. The TWGs recommend to the PMC priority projects/ activities for the Program Annual Plans.
  1.  The Project Management Division of the Project Management Service (PMS–PMD) is designated as Program Support and Coordinating Office (PSCO) on the part of DepEd (PSCO–DepEd). The PSCO–DepEd shall work in coordination with the PSCO–BEST counterpart. The PSCO serves as the implementation oversight of operations, monitoring and evaluation of the program. The PSCO­–DepEd shall monitor the day to day implementation, operations and delivery of outputs of the sub-components under the main components.
