Clarification of MECS Order No. 22, s. 1985 on Abolition of Extension Classes

  1. This Office has received reactions on MECS Order No. 22, s. 1965, indicating apprehension that said MECS Order is retroactive in effect and covers the extension classes which were authorized by the Minister prior to the issuance of said Order.
  2. Grant of authority to conduct extension classes was the retained function of the Secretary of Education and Culture and the same was not delegated to the regions pursuant to Par. No. 2-1, under Retained Functions of the Secretary, of Department Order No. 22, s. 1975. MECS Order No. 22, s. 1985 is not retroactive in effect as evidenced by the lack of provisions therein revoking/cancelling previous authority issued by the Secretary/Minister.
  3. Accordingly, extension classes previously authorized by the Secretary/Minister are not affected by MECS Order No. 22, s. 1985. It is understood, be efficient at all times and instructional standards shall always be satisfactorily maintained, otherwise, the authority granted shall be revoked.
  4. For the information and guidance of all concerned. This Order takes effect immediately.
