Jesus Lorenzo R. Mateo is currently the Undersecretary for Planning and Field Operations of the Department of Education (DepED). He is responsible for providing strategic guidance and supervision of regional and field operations and overseeing the operations of the Office of Planning Service of the Department.  He also sits as Chair of the DepEd Bids and Awards Committee III; the Union Management Committee of the DepEd National Employees’ Union; and the Committee on Oplan Balik Eskwela (an annual school opening activity of the Department).  He also acts as a spokesperson of the Department.
 
He serves as a member of the Philippine Statistics Authority (PSA) Board and Chair of the Inter-Agency Committee on Education Statistics.   In connection with the Performance Qualifications Framework (PQF), he heads the Working Group on Information and Guidelines of the National Coordinating Council (NCC).  He is a member of the Task Force on the ASEAN Qualifications Reference Framework (AQRF) and sits as the Philippine Representative to the AQRF Committee. He is also a member of the Governing Board of Southeast Asian Ministers of Education Organization (SEAMEO) - Regional Center for Educational Innovation and Technology (INNOTECH).
 
He has nearly three decades of experience as a public servant with focus on education policy formulation, education planning and management, investment programming, and project development and management. He spearheaded the formulation of recent Department policies on teacher hiring, performance-based bonus and employee welfare aimed at raising professional standards, promoting employee welfare and enhancing personnel productivity.
 
Other highlights of his career include: contributions to the formulation of Executive Order No. 83, s. 2012 “Institutionalization of the Philippine Qualifications Framework (PQF) and its Implementing Rules and Regulations” and the crafting of the Implementing Rules and Regulations of Republic Act 10647 “Ladderized Education Act of 2014”; collaborated with DepEd colleagues and other education partners in the conceptualization and implementation of the Basic Education Sector Reform Agenda (BESRA); and was instrumental in securing the required government approval from the Investment Coordinating Committee (ICC) for the implementation of DepEd’s foreign-assisted projects with the Australian Agency for International Development (AusAID), World Bank (WB), Japan Bank for International Cooperation (JICA), Government of Spain (GOS) and UNICEF.
 
Prior to his appointment as Undersecretary, he served as the Assistant Secretary for Governance and Operations. He was previously the Executive Director of the Education Development Projects Implementing Task Force (DepEd EDPITAF) where he began his career in DepEd as a Project Development Officer II in 1989.
 
He obtained his Bachelor of Arts in Philosophy and his Master of Public Administration from the University of the Philippines. He received his Master of Business in Government and Business Management from Victoria University in Australia.  He is an awardee of Doctor of Public Administration (Honoris Causa) from the Pangasinan State University.
 
He is married to Ma. Lourdes de Vera-Mateo, a former Assistant Secretary for Planning of the Department of Education. He has a son, Juan Paolo.
