1. Conversion of items of elementary teachers or secondary teachers to Master Teacher I; Master Teacher I to Master Teacher II; Master Teacher II to Master Teacher III; Master Teacher III to Master Teacher IV all involve a change in position title, salary range and salary rate. Incumbent teachers of positions reclassified as such should be issued the proper civil service appointment, pursuant to Section 12 of Civil Service Resolution No. 83-343 on Rule on Promotion.
2. The Plantilla Allocation List for Master Teachers duly post-audited by the Office of Compensation and Position Classification (OCPC), Manila, shall be the basis for preparing the appointment.
3. Payment of claims for salary differential as a result of the conversion of an item to Master Teacher shall be supported by the duly attested appointment and the OCPC post-audited plantilla allocation list in addition to the notice of salary adjustment prescribed under National Budget Circular No. 303 dated April 10, 1979 and National Compensation Circular No. 24 dated May 20, 1983.
4. Immediate dissemination of this Order to all concerned is desired.
