- Quoted hereunder are the contents of Memorandum Circular No. 85-2 dated August 30, 1985 of his Excellency, Prime Minister Cesar E.A.Virata:
“We would like to remind you that pursuant to LOI No. 620 issued on 25 October 1977, all contracts of national government offices, agencies and instrumentalities, including government-owned or controlled corporations, involving two million pesos (P2,000,000.00) and above, awarded through public bidding or by negotiations, are subject to the approval of the President of the Philippines.
“Accordingly, all agencies are enjoined to submit for review all contracts for non-infrastructure projects costing two million pesos (P2,000,000.00) and above, and all contracts for infrastructure projects requiring the approval of the President and/or the Cabinet Standing Committee (CSC) prior to the actual implementation of the project and to the disbursement of funds. To facilitate the review of contracts, please submit together with your request all the documents necessary for evaluation.” - Please be guided accordingly.
