1. In order to give meaning and bring into realization the promotion of the health and welfare of the officials and employees of the Ministry of Education, Culture and Sports, including its regional offices and cultural agencies in accordance with the spirit and mandate of Section 29 of Presidential Decree No. 807, otherwise known as Philippine Civil Service Decree of the Philippines; and as a manifestation of the sincere and profound concern of the Ministry of health and well-being of its workers, the grant of medical allowance in the amount of One Hundred Seventy Pesos (P170.00) a month to each official and employee of the Ministry, is hereby authorized effective January 1,1986, to continue upon the adoption of the Civil Service Commission of an integrated national career and personnel development plan, subject to availability of savings in appropriation allotment and the usual accounting and auditing rules and regulations.
2. The medical allowance will be given to all employees of the Ministry proper, the regional offices and the cultural agencies, including the temporary and casual employees.
