1. In the interest of the service and following the sound management principle of rotating top level officials, the following changes in the assignments of Assistant Secretaries Jesus T. Manipula and Diosdado P. Tuason are hereby made:
   1. Upon the retirement of Assistant Secretary Francisco C. Valdex, and effective April 10, 1987, ASEC Manipula will assume the duties, responsibilities, and authority of the Assistant Secretary for Administrative Services. ASEC Manipula will also assume Chairmanship of all internal DECS committees chaired by ASEC Valdez.
   2. Effective April 10, 1987, Assistant Secretary DIosdado P. Tuason will assume the duties, responsibilities and authority of the Assistant Secretary for Finance and Management. He will also assume the Chairmanship of all internal DECS committees chaired by ASEC Manipula.
2. The cooperation of all concerned are hereby enjoined.
