1. In order to rationalize the allocation of capital outlay for state colleges and universities, a Committee on Capital Outlay for SCUs is hereby created to be composed of the following:

   Dr. Adriano A. Arcelo……………………Member
   Undersecretary, Department of Education, Culture and Sports
   Dr. Benjamin E. Diokno…………………..Member
   Undersecretary, Department of Budget and Management
   Dr. Romeo A. Reyes………………………Member
   Assistant Director General, National Economic and Development Authority
   President of the Philippine Association of State Colleges and Universities (PASUC)…………………….Member
   Dr. David Tuason………………………..Member
   Assistant Secretary, Department of Education, Culture and Sports
   Dr. Nilo L. Rosas……………………….Member
   Director, Bureau of Higher Education, Department of Education, Culture and Sports
2. All requests for capital outlay of SCUs shall be submitted to this committee which shall prepare a set of guidelines for the purpose.
3. A secretariat for this committee shall be formed with personnel coming from the Bureau of Higher Education and Office of the Undersecretary for Finance and Management, DECS, and from the Office of the President of PASUC.
4. This Order shall take effect immediately.
