1. Upon the recommendation of DECS Region V, Legazpi City and the Bureau of Higher Education, the Bicol College of Arts and Trades is hereby authorized to operate the Bachelor of Elementary Education (B.E.ED.) course with specialization in Work Education and the Bachelor of Secondary Education (B.S.ED.) course, major in Industrial Arts beginning SY 1988-89.
2. This authority is issued as a special case, provided, that the Bachelor of Science in Industrial Education course presently being offered by the college be gradually phased out beginning SY 1988-89; and, provided, further that budgetary requirements for the operation of the herein approved courses be appropriated and maintained.
3. In the case of failure on the part of the above-named college to observe and maintain any of the required standards of the Department of Education, Culture and Sports affecting the courses and to provide appropriation to support the same, the authority hereby granted may be revoked and cancelled.
