DO 94, s. 1988 – Delegating the Administration of the Student Financial Assistance Program to the Regions

- In line with the Department policy of delegating substantive line functions to the field, the student financial assistance programs formerly administered by the National Scholarship and Student Loan Center which has been integrated into the Bureau of Higher Education, shall be delegated to the Regional Offices beginning school year 1989-1990. These programs are the State Scholarship Program (SSP), National Integration Study Grant Program (NISGP), Selected Ethnic Group Educational Assistance Program (SEGEAP), Study Now Pay Later Plan (SNPLP) and the study grant for rebel returnees under Presidential Memorandum Order No. 697 (PMO No. 697) and National Reconciliation Development Program (NRDP).
- The regionalization in the administration of these student financial assistance programs was started in Regions IX and XII conformably with MEC Order No. 69, s. 1979.
- The administration of these programs shall cover the recruitment and initial screening of applicants, information dissemination, career placement, guidance counseling, paying awardees’ financial privileges, monitoring and appraisal of awardees’ academic/non-academic performance, employment assistance, reporting and other allied matters.
- The selection of awardees, however, shall still be conducted by the BHE, with the participation of representatives from the regional offices.
The Bureau of Higher Education shall provide the necessary orientation and technical assistance to the Regional Offices with regard to the legal bases and established guidelines for the implementation of the programs.
Compliance with this Order by all concerned is hereby enjoined.
