- Inclosed are a copy each of Executive Order No. 352 entitled “Providing Implementing Guidelines for the President’s 1989 Summer Youth Program (PSYP and Creating the President’s Summer Youth Program Steering Committee for that Purpose” dated March 17, 1989 and Memorandum Circular No. 97 entitled “Enjoining All The Departments, Bureaus, Offices and Agencies Including Local Government Units and Government-Owned and controlled Corporations to Support the President’s 1989 Summer Youth Program, and Authorizing the Payment of Stipend or Any Form of Financial Assistance to the Youth Participants in the Government Internship Program” dated March 20, 1989.
