Organization of the Project Advisory Group and the Project Implementation Coordinating Unit for the Second Elementary Education Project

  1. In order to effectively coordinate the management and implementation of the various project components of the Second Elementary Education Project, the Project Advisory Group (PAG) and the Project Implementation Coordinating Unit (PICU) are hereby constituted.
  2. The functions of the PAG and the PICU are as follows:
    1. PAG will be responsible for policies relating to the overall implementation of the Project and the formulation of guidelines on project implementation.
    2. PICU shall be responsible for the coordination of the implementation of the Project. More specifically, it shall have the following functions:
      1. Development of procurement guidelines and procedures and coordination of the various procurement activities undertaken by the implementing agencies
      2. Keeping of financial accounts and records and arranging periodic audits of projects accounts
      3. Documentation of expenditures and preparation of withdrawal applications
      4. Monitoring and Assessment of project activities
      5. Liaison with the major external agencies such as DBM, DOF, NEDA, CB, World Bank and OECGF
      6. Preparation of project completion report
      7. General administration
  3. Membership
    1. PAG shall be chaired by the Secretary of Education with the Undersecretary for Basic Education as vice-chairman. Members are the following:
      1. Undersecretary for the Planning and Administration
      2. Assistant Secretary for Planning and Development
      3. Assistant Secretary for Human Resource Development
      4. Directors/Head of implementing agencies (BEG, IMC, BNFE, NETRO, BHE, Tech. Service)
      5. The Regional Director of DECSRO IV
      6. Chief, Financial and Management Service
      7. Representative from DPWH
      8. Representative from DBM
    2. PICU shall be headed by the Assistant Secretary for Planning as Project Coordinator and shall be staffed by the following:
      1. Assistant Project Coordinator
      2. Two member from each of the following offices:
      3. Office of the Planning Service (OPS)
      4. Financial and Management Service (FMS)
      5. EDPITAF

    The Assistant Project Coordinator and members from OPS, FMS and EDPITAF shall be in the PICU which shall be based at the DECS Central Office, Palatio del Gobernador, Intramuros, Manila.

  4. All DECS bureaus, offices and units are enjoined to extend the necessary assistance to the PAG, PICU and the various implementing units for the efficient and effective implementation of the Project.
  5. This Order takes effect immediately
