1. In the 1991 General Appropriations Act, the amount of eighty million pesos ( P80,000.00) is indicated under the budget of the DECS, specifically for the “Construction of Sports Complex in the Legislative District.” However, the actual amount available is seventy-six million pesos (P76,000.00).
2. Each legislative district is therefore allocated the sum of three hundred eighty thousand pesos (P380,000.00) to be sub-allocated through the DECS regional offices.
3. The amount allotted to each congressional district may so utilized to construct the initial foundation or structures for a sports complex which will be realized through additional funding each fiscal year. As much as possible, it shall not be utilized for the construction of several scattered and small sports facilities. The objective is to construct the initial structures which will become ultimately a multi-purpose facility to serve the sports, physical fitness, recreational and other social activity needs of the communities.
4. It is also recommended that the places where the sports facilities will be put up are school campuses, preferably in areas where the greatest number of potential student –users and people in the communities are found. This will insure that the facilities is located within a secured area, with the school personnel responsible for its upkeep, maintenance and operations.
5. The project will be undertaken in close coordination with the local government units in the locality where the facilities will be constructed. The DECS regional directors, in consultation with the congressmen in their respective regions, shall be responsible for the implementation of the project.
6. These guidelines are recommendatory and DECS regional directors are authorized to institute necessary modifications which will facilitate the utilization of the funds, and attain the objectives for which such funds are appropriated.
7. The amount released to each DECS regional office, based on the number of congressional districts in each region, is as follows:
