1. This Office recognizes that children, youth and students must be given all opportunities to achieve their full potentials especially by engaging them in meaningful, dialogues and consultations on matters affecting their welfare.
2. For this purpose, a DECS Desk for Children, Youth and Students shall be established at the Central Office and in all regional and division offices nationwide. Assistant Secretary Marcial A. Salvatierra is hereby designated DECS Official for Children, Youth and Students.
3. A Consultation Program with Children, Youth and Students shall be prepared and school projects shall be implemented beginning school year 1996-1997. ASEC Salvatierra shall constitute a Task Force to oversee the program, evaluate and assess implementation and monitor compliance.
