Nationwide Observance of the 1996 Independence Day

  1. In consonance with Executive Order No. 159 dated May 24, 1994, requiring the display of the National Flag in all buildings, establishments and homes from May 24 to June 12 of every year, this office hereby enjoins all schools to participate in this year’s celebration by displaying the National Flag starting June 3, 1996 during the opening of classes for school year 1996-1997.
  2. As a manifestation of respect for the National Flag, all DECS facilities and all public schools including state colleges and universities, shall fly the National Flag during the period including non-working days. School heads are advised to make sure that the flag flown is neither faded in color nor frayed and should preferably be new. Similarly, all schools are encouraged to include during classroom discussions of the significance of Independence Day, the National Flag and the National Anthem.
  3. On June 12, 1996, a simple and solemn program shall be held in all elementary and secondary schools throughout the country which will include the mass singing of the correct version of the National Anthem and the raising of the National Flag. This may be augmented by short speeches relevant to the occasion.
  4. Immediate and wide dissemination of this Order to all concerned is desired.
