Accreditation of Filipino Students Abroad on Tutorial Programs

  1. Reports reaching this Office revealed that there are tutorial groups in different places abroad that handle Filipino students at the elementary and secondary levels as an alternative to studying in formally organized schools. Some have forged illegal link-up with schools in the Philippines to ensure legitimization of the students’ performance in the program. Others have used validating tests in local schools to accredit achievements in the same programs. Still others make use of fake records.
  2. To stop those practices, parents are instructed not to enrol their children in these tutorial programs. Likewise, local schools are ordered not to entertain students on the same programs. Validating tests shall be given only to Filipino students from DECS-accredited schools abroad with those records are appropriately signed by the principals and certified by either the Director of Schools (Ambassador of the Philippines in the Post) or his representative (Consul-General).
  3. Enrolment or placement of students found to have been enrolled in tutorial progress shall be immediately voided by the enrolling schools in the Philippines or abroad.
  4. Widest and immediate dissemination of this Order is expected.
