- In line with the practice of the Office of the President in appointing DECS Superintendents and Assistant Superintendents to any Division and/or Region and who may thereafter be transferred by the Secretary of Education to achieve optimum flexibility necessary in case of changes brought about by the exigency of the service, this Department hereby adopts the policy to appoint, transfer and/or assign teachers to any school within a Division or in the case of the Capital Region, to any school within said region where they are most needed and where they can be most effective. Provided that, in the case of a transfer, the title, rank and salary will not be affected.
