Creating the Project Implementation Support Unit For the Third Elementary Education Project

  1. Pursuant to the decentralization and modernization thrust of the Department of Education, Culture and Sports which is to ensure the smooth and successful implementation of the Third Elementary Education Project (TEEP), the following are hereby seconded to the Central-Project Implementation Support Unit (PISU) on a full-time basis and designated as chiefs of the components for the purpose of project coordination, monitoring and supervision of the various components:

  2. The Central-PISU shall have the following functions:
    1. Ensures the proper planning, implementation and supervision of project activities;
    2. Identifies, coordinates and supports capability- building activities of DECS participating units including the division-level PISU;
    3. Conducts planning, appraisal, supervision, and monitoring and evaluation of Division Education Development Plans (DEDPs) as implemented by the division-level PISU in accordance with TEEP established guidelines;
    4. Identifies, coordinates and provides support to research, policy and project studies related to TEEP objectives and purposes;
    5. Prepares and submits reports for the Project Director; and
    6. Serves as Secretariat to the Project Management Advisory Committee (PMAC).
  3. Initial operating expenses to be incurred by the PISU shall be charged against OSEC and other funds until such time that the TEEP funds shall have been made available. Management and Audit, Personnel and Finance Divisions are directed to take appropriate steps, including coordinating with the Department of Budget and Management, to create the necessary positions for PISU Staff commensurate to their respective Terms of Reference.
  4. The PISU office shall be located at the 5th Floor, Bonifacio Building, NASA Complex, Meralco Avenue, Pasig City.
  5. All DECS agencies and units are directed to provide assistance and support to the PISU to ensure smooth implementation of TEEP.
  6. Immediate dissemination of this Order is desired for the information and compliance of all concerned.
