1. A continuing assessment of instruction and the quality of education has been an essential component in the long range goal of the Department of Education, Culture and Sports.
2. In 1993 and 1994, the National Elementary Assessment Test (NEAT) and the National Secondary Assessment Test (NSAT) were instituted to assess the abilities and skills of Grade VI pupils and Fourth Year students, respectively in all public and private schools in Mathematics, Science, English, HeKaSi and Filipino.
3. In the five years of continuous NEAT administration and four years of undertaking the NSAT, the National Educational Testing and Research Center (NETRC) has accumulated a large volume of test results which need to be disseminated to the field, for purposes of information and identification of research in learning and instruction and potent areas for policy formulation.
4. Furthermore, recognizing the expertise and experience of Teacher Education Institutions’ Centers of Excellence (TEFs CE), this Department, thru the NETRC contracted their services to undertake in depth analyses of regional performances in the NEAT and / or NSAT which include your respective regions.
5. It is therefore directed that regional and division officials coordinate with the NETRC regarding the dissemination of the performance of your region and divisions as a priority concern. Attached is the list of the regions concerned for your information.
6. Widest dissemination of this Order is desired.
