Revised Rules on the Exemption of Scouts from Citizens Army Training (CAT)

1. In order to strengthen the Department’s co-curricular program for the youth in the areas of character building, citizenship training, skills for self-reliance and service to others, exemptions from the Citizens Army Training are hereby granted to qualified Scouts.
2. The revised rules on the exemptions of Scouts from the Citizens Army Training (CAT) are given below, for the information and guidance of all concerned:
a. Scouts who are 4th year high school students and who have attained at least the Outdoorsman Rank or First Class Rank or who have participated in recognized international Scouting event, may be exempted from Citizens Army Training (CAT) upon the recommendation of the Boy Scouts of the Philippines Regional Offices and upon approval of the DECS Regional Directors concerned.
b. The above provision on exemption shall also apply to Rovers and Roverettes, if they intend to become members or managers of Rover circles and actively participate in Rover Scouting activities.
c. The Rovers and Roverettes may be granted exemption from Citizens Army Training (CAT), provided that they have been active members of the Boy Scouts of the Philippines from first year to third year high school.
3. In order to simplify the process of verifying and certifying the application of Scouts, Regional Offices of the Boy Scouts of the Philippines are hereby authorized to facilitate the same in close coordination with the DECS Regional Offices concerned.
4. Enclosed is a standard Application Form to be filled up by the Scout-applicant, copies of which may be reproduced by the BSP Regional and Local Councils.
5. Any provision of Department Order No. 30, s. 1974, MEC Order No, 49, s. 1979, and MECS Order No. 35, s. 1986, not inconsistent with this Order shall remain effective.
6. Immediate dissemination of this DECS Order is desired.
