1. Austerity measures shall be observed in the conduct of sports meets in all levels. Ceremonies shall be in the simplest mode and format, with entertainment numbers included without additional costs. Also, athletic uniforms shall be made of the least expensive materials available in the local market.

2. No contribution in any form shall be solicited from teachers and students to defray expenses for district/unit/provincial and regional meets Division Schools Superintendents, Principals and Head Teachers shall be liable for any violation of this order. The limited funds from national and local government shall be augmented by the Regional, Provincial and City/Municipal Sports Councils, corporate and private sponsors.

3. Attached in Annex A is the breakdown of the 1999 Financial Assistance to Pre- Regional and Regional Palaro from the national government through the BPESS. The amount allotted to regions should not be used nor realigned for other purposes. Attached also in Annex B is the schedule of Regional Meets.

4. This order shall take effect on the date of issuance.
