Schools Division Superintendents1. The “DECS Balik-Turo sa Sariting Bayan Project”, which aims to encourage Overseas Filipino Workers (OFWs) in Hongkong to return to the teaching profession and help them find better employment here, was undertaken during school year 1998-1999. Two Hundred Fifty (250) new teacher items were allocated by regions to be filled-up with the qualified OFW teacher applicants. However, some of them failed to avail of the program.

2. In this connection, Schools Division Superintendents are authorized to use the unfilled slots to appoint other qualified OFW teacher-applicants who are not recipients of the Balik-Turo Program for school year 1999-2000. A ranking shall be done if there are two or more applicants.
3. A report on the status of implementation of said program shall be submitted by the Schools Division Superintendents to this Office, Attention: Assistant Secretary Fe A. Hidalgo.
