Credits for BSP Awards

1. In recognition of the exemplary service and meritorious accomplishments of DECS personnel in Scouting, the Department of Education, Culture and Sports is hereby reiterating the granting of credits to awards given by the Boy Scouts of the Philippines.
2. All national awards conferred by the Boy Scouts of the Philippines to DECS organic personnel shall be credited in the DECS Merit Promotion System as follows:
a. Service Award for Unit Leaders (Maximum of 1.5 points)
Bronze – 0.25 points
Silver – 0.50 points
Gold – 0.75 points
Silver – 0.50 points
Gold – 0.75 points
b. Merit Award for Unit Leaders (Maximum of 1.75 points)
Bronze – 0.25 points
Silver – 0.50 points
Gold – 1.00 points
Silver – 0.50 points
Gold – 1.00 points
c. USA Award (Maximum of 2.00 points)
Bronze – 0.25 points
Silver – 0.75 points
Gold – 1.00 points
Silver – 0.75 points
Gold – 1.00 points
d. Tamaraw Award (Maximum of 2.00 points)
Bronze – 0.50 points
Silver – 0.75 points
Gold – 1.00 points
Silver – 0.75 points

4. Special awards such as Plaques/Certificates of Recognition given by the BSP Awards Committee to particular individuals at the council, regional and national levels shall be credited as follows:
Council – 0.50 points
Regional – 0.75 points
National – 1.25 points
Regional – 0.75 points
National – 1.25 points
5. To ensure better control in screening teacher- grantees, it is desired that BSP District Awards Committees be created to screen and process all pertinent records, and to recommend teachers for awards to the Council Awards Committee. Membership to this Committee shall come from the community, such as the professional and religious groups and local government officials. The District Supervisor, being the Boys Scouts District Commissioner, may serve as the Chairman of this Committee.
6. In addition to the function of the Schools Division Superintendent appointed as Council Commissioner and as mandated member of the local BSP Council, he/she shall verify and certify the achievements of any teacher recommended for an award by the District Awards Committee.
7. All DECS issuances contrary to the provisions of this Memorandum are hereby rescinded.
8. Immediate dissemination of this Memorandum to all concerned is desired.
