1. The Department of Education, Culture and Sports has been conducting the National School Enrolment Day (NSED) every last Monday of January since 1994 as part of its initiative to solve the perennial problems; of lack of textbooks, classrooms and teachers during the opening, of classes.
2. However, feedback from the field showed that some parents experience financial constraints during this period which may have: been the cause of low turnout of Grade 1 entrants on NSED. Furthermore, lacks of textbooks, classrooms and teachers have not been effectively addressed by the NSED.
3. In view thereof the NSED shall cease to be implemented effective January 2000. However, regions that face the need to conduct the NSED may do so provided they have adequate resources to do it. Regions which will implement the NSED should submit a report on the activities conducted.
4. Wide dissemination of this Order and compliance thereof is desired.
