Payment of Teachers’ Paychecks

1. Pursuant to law and public policy, the Department of Education, Culture and Sports has two goals: to raise the academic standards of basic education and enhance administrative efficiency in the delivery of educational services. The DECS also seeks to promote good governance, leadership by example and enhanced services to the poor in line with the programs of Pres. Gloria Macapagal Arroyo.
2. Recently however, the Secretary has received complaints that teachers’ paychecks, instead of being given to them, are given to private lending agencies instead. There are also reports that deductions are made from the salaries for various payments apart from loans. Incidents like these would eventually be eliminated as the Checkless Payroll System is implemented.
3. In the meantime, all personnel are reminded of Sec. 195 of the Government Accounting and Auditing Manual, Commission on Audit.
“Sec. 195. Payment to the right person. Payment of any claim due a government official or employee shall be made directly to such official or employee except when the authority to collect the claim due him or her has been given to another person under a power of attorney or other forms of authority and the person so authorized is an immediate member of the family of the official or employee concerned or is the liaison officer duly designated by the chief or head of unit, office or agency (COA Cir. 85-248, Dec. 18, 1985, as amended by COA Cir. 86-248-A, Mar. 17, 1988.)”
4. Any violation of this Order will be dealt with administratively. For immediate and strict compliance.
