1. Pursuant to Section 4 of DECS Memorandum No. 65, s. 2001 on the plan to unify the Future Farmers of the Philippines (FFP), Future Agricultural Homemakers of the Philippines (FHP) and Future Homemakers of the Philippines (FHP) into a consolidated organization, the Student Technologists and Entrepreneurs of the Philippines (STEP) is hereby established as a co- curricular organization to enhance life-long-skills and support the learning competencies of the work education and skills training program. Toward this end, the Constitution and By-Laws of the STEP organization is promulgated to guide its implementation.
2. The STEP organization is envisioned to provide pupils and students significant venue for practical experiences to develop leadership potentials, build wholesome character, improve technical know-how in agri-fishery, home economics and entrepreneurial skills to strengthen national competitiveness.
3. In view of this, all existing Education and Skills training activities in the school, division and regional levels, except the Youth Entrepreneurship and Cooperativism in Schools (YECS) Clubs , shall be reconstituted as STEP, comprised by ail schools under the mandate and supervision of the Department of Education (DECS) as well as secondary schools/programs under the SUC’s and TESDA.
4. Private secondary schools, are enjoined to organize STEP, following similar pattern of management pursuant to existing DECS Orders and Memoranda. Considering their financial capability, private schools may have more advance education and skills training facilities that can significantly contribute to the advancement of agricultural, industrial, home economics and entrepreneurial activities in the country.
5. In order to provide focus to the STEP activities, no other THE organizations shall be allowed to organize activities and hold membership campaigns among teachers and students in the School, Division and Regional levels.
6. All Regional Directors, Schools Division Superintendents, Principals/School Heads are encouraged to organize, support and cooperate in the establishment and strengthening of the STEP organization in their respective schools and areas of responsibilities. Likewise, their support in school, division, regional and national skills competition and conference is hereby encouraged.
7. The Education Supervisor II for Technology and Home Economics (THE) as Regional Coordinators are enjoined to lead in the conduct of activities pertinent to the STEP. They shall coordinate and monitor the activities undertaken by each division organization. Likewise, the Division Supervisors for THE shall organize, coordinate and monitor the activities of each school organization.
8. The THE/EPP Department Head/Coordinator and Teacher, herein designated as School- Chapter Adviser and Sub-Chapter Adviser, respectively, shall lead and operationalize the STEP activities in the school level with the guidance of the School Administrator.
9. The DECS Center for Students and Co-Curricular Affairs (CSCA) is tasked to oversee, coordinate and supervise all transitional activities of the FFP/FAHP/FHP and the organizational activities of the STEP organization in the national, regional, division and school levels. In view of this, Mr. Joey G. Pelaez, STEP National Adviser, is authorized to conduct necessary management actions and activities relative to the furtherance of the goals and objectives of the STEP organization pursuant to its Constitution and By-Laws.
10. Attached are the Constitution and By-Laws as Enclosure A and pertinent documents regarding the organization of STEP.
11. Widest dissemination of this Order is hereby enjoined.
