Creating a Bids and Awards Committee (BAC) for the Department of Education

All Others Concerned
1.  In order to facilitate the Implementation of the various projects of the Department, a Bids and Awards Committee hereinafter called the BAC Is hereby created.
2.  The BAC shall be responsible for eligibility screening, bidding, evaluation of bids, post qualification and recommending award of contracts.
3.  The BAC shall be composed of a Chairperson, Co-Chair, a regular member and two probationary members. Two private sector representatives shall act as observers. Three members will constitute a quorum.
4.  The members are the following:
Chairperson                      :     Undersecretary Ernesto S. Pangan or his designated representative
Co-Chair                            :     Undeersecretary Ramon C. Bacani
Executive Officer               :     Atty. Macur Marohombsar/Atty. Percival Flores
Secretary                            :     Atty. Domingo Blanquisto
One Regular Member      :     Evangeline Seng/Felix Villanueva/Sonia de Leon/                                                                                                                          Nelson Villocillo/Luis Purisima, Jr. (choose one)
Probationary  Member     :     Any 2 from the following:
  • Erlinda Guevarra
  • Demetria Manuel
  • Nelson Villocillo
  • Zenaida Espino
  • Ana Marie Hernandez
  • Franklin Fontanoza
  • Manuel Cabalejo
  • Johny Catindig​

5.  Two private sector representatives (non-voting)

One Private sector representative shall be chosen from the ranks of professional groups such as PICPA, ACPAP, GACPA, ACPAE, Philippine Contractors Association and others. The other private sector representative shall be chosen from the end-user/NGO.

6.  The BAC shall have a permanent Secretariat headed by a Director who shall be assisted by at least two (2) technical assistants, secretaries, a clerk and a messenger.

7.  All existing Orders/Memoranda that are inconsistent with this Order are hereby repealed.
