1. The Accelerated Learning Program for Public Elementary Schools (ALPPES) will be implemented by the public elementary schools throughout the country starting in school year 2003-3004.
2. There shall be a moratorium in the implementation of the program in school year 2002-2003.
3. In the meantime, achievement tests to be used, as assessment instruments in the ALPPES, considering the restructured basic education curriculum, shall be developed by regional and division offices in school year 2002-2003 in time for school year 2003-2004.
4. Guidelines in the implementation of the ALPPES are stipulated in Enclosure I. Reports and forms to be accomplished are in Enclosures 2 and 3.
5. Regional and division offices will monitor the implementation of the program at the school level.
6. Wide dissemination of this Memorandum is enjoined.
