Guidelines on the Implementation of THE Approved Project Proposals of the Enhanced-Work (E-WORK) Model Schools at the Elementary Level

- The Department of Education (DepEd) through the Bureau of Elementary Education (BEE issued the DepEd Memorandum No. 458, s. 2009 entitled “Strengthening the Edukasyong Pantahanan at Pangkabuhayan (EPP) Curriculum in the Elementary Schools.”
- This is to ensure that entrepreneurial and productivity skills are developed among the school children. Besides strengthening the EPP curriculum, this Enhanced-Work Model Schools also known as E-Work Project aims to contribute to the efforts to address problem on low participation and high dropout rates.
- In line with this endeavor, all regions have been requested to submit project proposals on income generating projects that will be implemented with funding support from DepEd. A total of twenty nine (29) project proposals from the different regions/divisions (Enclosure No. 1) were approved and were given funding support in the amount of One Hundred Thousand Pesos (PhP100,000.00) each project and all approved proposals amounting to Two Million Nine Hundred Thousand Pesos (PhP2,900,000.00). The Budget Division, Financial and Management Service (FMS), DepEd Central Office issued the Sub-Allotment Release Orders (Sub-AROs) to the regions/divisions concerned on December 20, 2010.
- To ensure immediate implementation of the projects, all concerned regional/division EPP supervisors should coordinate with their respective budget officers for the immediate release of the funds. The following guidelines should be observed in implementing the E- Work Project:
- Each recipient region/division/school shall:
- implement the project in accordance with the approved project proposal;
- account for all disbursements made in accordance with the existing accounting and auditing requirements;
- submit a profile of the implementing school and quarterly project status report (physical and financial) using the formats in Enclosure Nos. 2 and 3;
- notify the BEE of the official closure of the project; and
- submit a Project Completion Report that contains project processes, problems resolved and lessons learned for sustainability and possible replication (Enclosure No. 4) within thirty (30) calendar days from project completion to the Schools Division/City Superintendent, Regional Director and BEE.
- The Divisions shall:
- monitor implementation of the project to ensure that children receive benefits from the gains of the project like free meals, supplies and materials and free transportation, etc. using the form contained in Enclosure No. 5; and
- ensure that project objectives are achieved/attained.
- The Region shall:
- monitor the project and give technical assistance whenever necessary; and
- conduct a case study on the project following the suggested format in Enclosure No. 6.
- The Bureau of Elementary Education shall:
- monitor the project and provide technical assistance whenever necessary; and
- coordinate with the Budget Division of DepEd Central Office to facilitate release of funding support to the recipient regions/divisions/schools.
- Each recipient region/division/school shall:
- The financial and physical accomplishment reports and other necessary documents relative to the implementation of the Enhanced-Work (E-Work) Model Schools Project shall be submitted in soft and hard copies to the Chief, Curriculum Development Division, Bureau of Elementary Education (CDD-BEE), DepEd Central Office, Meralco Avenue, Pasig City with telephone no. 638-4799.
- Immediate dissemination of and compliance with this Order is directed.
