- The Department of Education (DepEd) issues this DepEd Order (DO) on the Amendment to DO 19, s. 2017 entitled Guidelines on the Implementation of the Senior High School Voucher Program Effective School Year 2017-2018 to facilitate the processing of billing statements and payment of the subsidies for Senior High School (SHS) Voucher Program (VP) beneficiaries. This DO amends the following relevant provisions of the said Order for a more effective and efficient billing and payment process:
Section (Sec.) X, Item No. 3: Open and maintain an account with the Land Bank of the Philippines (LBP) specifically for the SHS VP. The account name shall be the name of the school as indicated in the SHS permit, suffixed by “SHS VP”. Schools shall coordinate directly with any LBP branch on the bank’s requirements to open an account.
Sec. XI (C) (3) Paragraphs 4 and 5: Vouchers are paid in two tranches per school year. Thus, VP-participating SHSs will create and submit billing statements every semester with each amount due equal to half of the total applicable voucher value for the VPBs enrolled in that semester.
Sec. X, Item No. 3 and Sec. XI (C) (3), Paragraphs 4 and 5 of DO 19, s. 2017, are hereby revised and shall read as follows:
Sec. X, Item No. 3: Open and maintain an account with any government depository bank, preferably with the Land Bank of the Philippines (LBP), specifically for the SHS VP. The account name shall be the name of the school or the name of the SEC-registered corporation, as indicated in the SHS permit. DepEd shall not deposit payments to accounts named after individuals. Schools shall coordinate directly with their chosen bank on bank’s account requirements.
Sec. XI (C) (3) Paragraphs 4 and 5: Vouchers are paid once every school year. VP-Participating SHSs will create and submit billing statements through the VMS from the first Monday of October until the second Friday of December of the school year, with the amount due equal to the total applicable voucher for the VPBs enrolled for the school year. Any refund and deduction shall be settled in the succeeding billing period.
- All other DepEd Orders and other related issuances, rules and regulations, and provisions, which are inconsistent with this Order, are repealed, rescinded, or modified accordingly.
- Immediate dissemination of and strict compliance with this Order is directed.
