I. Qualification Standards
To be eligible beneficiaries of the SPES program, all applicants who wish to apply must meet the qualifications listed below. These qualifications vary based on the applicant’s status, whether a learner or out-of-school youth.
A. For learner applicants
- At least 15 years old but not more than 30 years old at the time of application;
- Preferably residing within Metro Manila, priority in Pasig City;
- Currently enrolled in an educational institution, either public or private school;
- Has no failing grade in the most recent school year or term attended;
- Preferably applying for SPES for the first time;
- If the applicant was a former SPES beneficiary (SPES Babies) of DepEd Central Office, his/her deployment office MUST have positive feedback about his/her performance;
- Physically fit and received a full set vaccine against the CoViD-19 virus and preferably with booster shot/s;
- Capable of carrying out clerical tasks such as but not limited to encoding, sorting, filing, and routing of documents;
- Proficient in performing basic computer operations and tasks;
- Combined annual net income of parents or household income, must not exceed the regional poverty threshold (P197,868.00); and
- Willing to report on-site for the whole duration of the employment period without compromising his/her studies
B. For out-of-school youth applicant
- At least 15 years old but not more than 30 years old at the time of application;
- Preferably residing within Metro Manila, priority in Pasig City;
- Plans to enroll in the upcoming academic year;
- Physically fit and received a full set vaccine against the CoViD-19 virus and preferably with booster shot;
- Capable of carrying out clerical tasks such as but not limited to encoding, sorting, filing, and routing of documents;
- Proficient in performing basic computer operations and tasks;
- Preferably applying for SPES for the first time;
- Combined annual net income of parents, including any income earned by the applicant if applicable, must not exceed the regional poverty threshold (P197,868.00); and
- Willing to report on-site for the whole duration of the employment period.
II. General Functions of SPES
The SPES beneficiary shall be designated in the DepEd Central Office only and s/he shall accomplish the following task/s such as but not limited to the following:
- Provide administrative support and assistance in programs, projects, and activities of his/her assigned office to meet schedules/targets as authorized by respective program managers and/or the Office Head;
- Assist in the routing, encoding, sorting, organizing, filing, and reproduction of incoming and outgoing documents in the assigned office with supervision of the SPES Focal Person; and
- Perform other related functions as may be assigned by the SPES Focal Person and/or the Office Head.
III. Application Procedures
A. Submission of documents for initial screening
1. Interested SPES applicants must fill out and submit his/her resume along with a recent picture of the applicant taken within the last six (6) months for initial screening strictly via Google Form using their own personal Google acount through

2. Applicants who will submit in-person documents or through a DepEd Central Office employee that s/he by any chance is/are related by consanguinity will not be entertained.
3. The start of submission will be on May 20, 2023 and the deadline of submission will be on June 2, 2023.
B. Initial Screening and Evaluation
- All acknowledged applications will be subject to review and initial screening by the SPES Technical Working Group (TWG) of BLSS-YFD to identify potential candidates as SPES beneficiaries.
- Once the application review is done, BLSS-YFD involved in the initial screening will come up with a shortlist of applicants who will be interviewed.
- If your application is shortlisted, authorized BLSS-YFD personnel will notify the applicants through email, text message or phone call for further interview and assessment. The contact information of the shortlisted applicants should be active and working to reach them.
C. Interview
- The pre-qualified SPES applicants shall be scheduled for an interview by SPES TWG of BLSS-YFD and shall confirm his/her availability on the scheduled date. However, if the pre-qualified SPES applicant is not available due to school-related or emergency concerns, he/she shall inform the SPES TWG of BLSS-YFD to be rescheduled for an interview.
- The interview shall be conducted in-person at the Department of Education Central Office. The pre-qualified SPES applicant should wear smart casual attire.
D. Selection
- The SPES TWG of BLSS-YFD will deliberate the pre-qualified applicants who have undergone the interview and come up with a final list of qualified SPES beneficiaries.
- If the applicant is deemed as the best candidate to be one of the SPES beneficiaries, the SPES TWG of BLSS-YFD will notify him/her through email, text message or phone call for the schedule of the submission of his/her requirements.
E. Submission of Requirements
All qualified applicants must present and/or submit the following documents in support of their application:
- For learners in Secondary Level:
- Resume along with a recent picture of the applicant taken within the last six (6) months;
- Duly accomplished SPES Application Form or SPES Form 2;
- Three (3) 2×2 size and two (2) 1×1 size ID picture, taken within the last six months;
- Photocopy of the following documents:
- Philippine Statistics Authority (PSA) Birth Certificate or any government issued IDs indicating the applicant’s date of birth and/or age;
- Form 138 (Student’s Report Card) or Form 137 (Student’s Permanent Record) of the most recent school year or term attended;
- If Form 138 and Form 137 is not available, provide a certification of the applicant’s passing general average or general weighted average;
- Certificate of Covid-19 Vaccination or Car
- Applicants whose parents are wage-earners, may submit any of the following
- Original copy of Income Tax Return (ITR) or Certificate of Tax Exemption issued by BIR; and
- Photocopy of Certificate of Indigency issued by the barangay.
- For non-wage earner parents:
- Original copy of Certificate of Indigency or Low Income issued by the Barangay or Social Welfare and Development Office of the Local Government Unit (LGU) or Certificate of Non-Filling of Income Tax Return issued by Bureau of Internal Revenue (BIR)
- For learners in Tertiary Level:
- Resume along with a recent picture of the applicant taken within the last six (6) months;
- Duly accomplished SPES Application Form or SPES Form 2;
- Three (3) 2×2 size and two (2) 1×1 size ID picture, taken within the last six months;
- Photocopy of the following documents:
- PSA Birth Certificate or any government issued IDs indicating the applicant’s date of birth and/or age;
- Report of grades or complete set of academic class cards as indicated in the registration form of the applicant; and
- If a report of grades or complete set of academic class cards is not available, provide a certification of the applicant’s passing general average or general weighted average.
- Certificate of Covid-19 Vaccination or Card
- Applicants whose parents are wage-earners, may submit any of the following:
- Original copy of Income Tax Return (ITR) or Certificate of Tax Exemption issued by BIR; and
- Photocopy of Certificate of Indigency issued by the barangay.
- For non-wage earner parents:
- Original copy of Certificate of Indigency or Low Income issued by the Barangay or Social Welfare and Development Office of the Local Government Unit (LGU) or Certificate of Non-Filling of Income Tax Return issued by Bureau of Internal Revenue (BIR)
- For out-of-school youth
- Resume along with a recent picture of the applicant taken within the last six (6) months;
- Duly accomplished SPES Application Form or SPES Form 2;
- Three (3) 2×2 size and two (2) 1×1 size ID picture, taken within the last six months;
- Photocopy of PSA Birth Certificate or any government issued IDs indicating the applicant’s date of birth and/or age; and
- Original copy of Certification as out-of-school youth in letter head issued by the Barangay Chairman or Punong Barangay or duly authorized representative of the Barangay, or a Certification issued by the Social Welfare Development Office in the LGU where the OSY resides. Please take note that the certificate as an out-of-school youth of those qualified SPES applicants who are minors (16-17 years old), shall include both applicant’s name and the names of his/her parents or legal guardians.
- Applicants whose parents are wage-earners, may submit any of the following:
- Original copy of Income Tax Return (ITR) or Certificate of Tax Exemption issued by BIR; and
- b. Photocopy of Certificate of Indigency issued by the barangay.
- For non-wage earner parents
- Original copy of Certificate of Indigency or Low Income issued by the Barangay or Social Welfare and Development Office of the Local Government Unit (LGU) or Certificate of Non-Filling of Income Tax Return issued by Bureau of Internal Revenue (BIR)
