Announcement for the Development, Printing, and Delivery of Textbooks and Teacher’s Manuals for Grades 2, 5, and 8

The Department of Education (DepEd), by virtue of Republic Act (RA) No. 9155 or the Governance of Basic Education Act of 2001, has the authority, accountability, and responsibility for ensuring access to, promoting equity in, and improving the quality of basic education.

Hence, the State must ensure the provision of quality textbooks (TXs) for all learners and teacher’s manuals (TMs) for teachers. To fulfill this mandate, DepEd is expected to set standards in the provision and selection of textbooks.

Aligned with the MATATAG agenda of taking steps to accelerate the delivery of basic education facilities and services, DepEd intends to procure the set of LRs for Grades 2, 5, and 8 for the second phase of MATATAG K to 10 Curriculum implementation through early procurement activity (EPA) within the 4th Quarter of 2024 for delivery to identified sites on or before the opening of the school year 2025-2026.

Publishers are enjoined to develop sets of TXs and TMs aligned with the MATATAG Curriculum for the tabulated learning areas for Grades 2, 5, and 8, with the following specifications:

1 Grade 2 TMs must be written in Filipino language
2 The number of pages of TXs and TMs may exceed the minimum number of pages. However, the increase must be divisible by 16 for production purposes. For budget purposes, the Department shall only account for the minimum number of pages.
