I. Qualification Standards

To qualify as an eligible beneficiary of the Special Program for Employment of Students (SPES) 2024, all applicants who wish to apply must meet the qualifications set forth by the Department of Education (DepEd), through the Bureau of Learner Support Services-Youth Formation Division (BLSS-YFD).

These prerequisites differ according to the applicant’s status––whether they are a current learner enrolled in an educational institution or out-of-school youth.

Learner Applicants

    1. At least 15 years old, but not more than 30 years old at the time of application;
    2. Preferably residing within Metro Manila, priority in Pasig City;
    3. Currently enrolled in an educational institution, either public or private;
    4. Has no failing grade and has earned at least a passing general weighted average in the most recent academic year or term;
    5. Should be of good moral character;
    6. Preferably applying for SPES for the first time, but if the applicant was a former SPES beneficiary of the DepEd Central Office, their deployment office must have positive feedback about their performance as indicated in the evaluation form;
    7. Capable of carrying out clerical tasks, such as, but not limited to, encoding, sorting, filing, and routing of documents;
    8. Proficient in performing basic computer operations and tasks;
    9. Must be fit for work;
    10. Combined annual income of parents or household must not exceed the regional poverty threshold for a family of six (6), set at P197,868 annually or P16,489 per month, as determined by the Philippine Statistics Authority (PSA); and
    11. Willing to report on-site for the whole duration of the employment period without compromising their studies.

Out-of-school-youth Applicants

    1. At least 15 years old but not more than 30 years old at the time of application;
    2. Preferably residing within Metro Manila, priority in Pasig City;
    3. Plans to enroll in the upcoming academic year;
    4. Should be of good moral character;
    5. Applying for SPES for the first time;
    6. Capable of carrying out clerical tasks, such as, but not limited to, encoding, sorting, filing, and routing of documents;
    7. Proficient in performing basic computer operations and tasks;
    8. Must be fit for work;
    9. Combined annual income of parents or household must not exceed the regional poverty threshold for a family of six (6), set at P197,868 annually or P16,489 per month, as determined by the Philippine Statistics Authority (PSA);
    10. Willing to report on-site for the whole duration of the employment period without compromising their studies.

II. Application Procedures

The application period will start on April 22, 2024, and will end on May 6, 2024.

The Office shall adhere to the Equal Employment Opportunity Principle (EEOP) in selecting the SPES beneficiaries pursuant to OM-OUHROD-2023-1781 dated November 16, 2023, which states that all persons, regardless of age, disability, gender, religion, familial status, or ethnicity have equal opportunities at work. In this regard, all SPES applicants must follow and adequately pass all screening requirements to be accepted as beneficiary of the program. Furthermore, only queries regarding the application process shall be entertained from DepEd personnel. The Office will not entertain any form of applicant submissions or referrals beyond the stipulated process

    1. Submission of Documents for Initial Screening

      1. Before proceeding with the application, all interested individuals in SPES are strongly encouraged to carefully read and understand the pertinent information about its implementation. This vital information can be accessed by visiting https://www.deped.gov.ph/yfd-programs-and-projects/spes/
        1. The aforementioned website will also guide the applicants to the submission link, facilitated through Microsoft Forms, for their application.
      2. Interested applicants must submit their resumé, with 1×1 picture taken within the last six (6) months attached and provide relevant details to the provided submission link on the website.
      3. All submissions should be made using the applicant’s personal email address.
      4. All information provided by the applicant should be true and accurate.
      5. In-person submission of documents will not be entertained.
    2. Initial Screening and Evaluation

      1. All acknowledged applications will be subject to review and initial screening by the SPES 2024 Technical Working Group (TWG) to identify potential candidates.
      2. After the initial screening, the SPES 2024 TWG shall produce shortlisted applicants for interview.
      3. Shortlisted applicants shall be notified through a text message that their application will proceed to further assessment, and shall be informed of the interview schedule.
    3. Interview

      1. The pre-qualified SPES applicant, upon receiving the interview schedule, shall confirm their availability.
      2. The applicant shall be given three (3) days, at most, to respond. Non-response will result in the withdrawal of the application.
      3. If the pre-qualified SPES applicant is not available due to school-related or emergency concerns, they shall immediately inform the SPES 2024 TWG through text message and/or email to have their interview rescheduled.
      4. The interview shall be conducted in-person at the DepEd Central Office. The pre-qualified SPES applicant should wear smart-casual attire.
    4. Selection

      1. The SPES 2024 TWG will determine the final list of qualified SPES beneficiaries who have completed the interview process.
      2. The qualified applicants will be notified through text message and/or email for the schedule of the submission of their requirements.
      3. The performance of SPES applicants shall be graded based on these criteria:

    5. Submission of Requirements

      1. All qualified applicants are required to submit the documents listed in the table, indicated by a check (P) mark, corresponding to their status as either a learner or an out-of-school youth.

    6. Orientation

      1. Successful SPES beneficiaries shall be informed of the scheduled date of the orientation by the SPES 2024 TWG through text message and/or email.
      2. It is required that the qualified SPES beneficiaries attend the in-person orientation at the DepEd Central Office to be given an overview of the SPES implementation and Office rules and regulations, including their rights, duties, and responsibilities as temporary employees.
      3. The orientation shall cover the following:
        1. Overview of the SPES Program
        2. SPES Guidelines
        3. Office Rules and Conduct in the Central Office
        4. Completion and Verification Requirements
    7. General Provisions

      1. Period of Employment
        1. Employment shall only be during the summer vacation, and the number of working days shall neither be less than or more than forty (40) days.
      2. Functions of SPES
        1. The SPES beneficiary shall be deployed within the premises of DepEd, and they shall accomplish tasks, such as, but not limited to, the following:
          1. Provide administrative support and assistance in programs, projects, and activities of their assigned office to meet schedules/targets as authorized by respective program managers and/or the Office Head;
          2. Assist in the encoding of incoming and outgoing correspondences of the office;
          3. Organizing, sorting, and filing of documents in the office;
          4. Routing and/or circulating documents to various offices as directed;
          5. Monitoring of the status of transactional documents released and/or received that is essential to the daily activities of the office;
        2. Help in the preparation of financial-related matters of their office as directed; and
        3. Perform other clerical tasks and/or administrative functions as may be assigned by the SPES Focal Person and/or the Office Head.
        4. It should be noted that the tasks of SPES beneficiaries shall differ in accordance with the office’s line of work. However, tasks should be limited to clerical, administrative, and/or technical support and assistance. Any task that will pose a threat to the beneficiary’s welfare shall be prohibited. Furthermore, giving tasks not related to office functions is also strictly prohibited.
      3. Welfare of Beneficiaries at Work
        1. The BLSS-YFD, along with the office to which the SPES beneficiaries will be reporting to, shall ensure the welfare of the latter while at work, and shall not expose them to hazardous undertakings as specified in Republic Act 7610, otherwise known as Child Protection Law, and its implementing rules and regulations.
        2. No individual should suffer discrimination based on sexual orientation, gender identity and expression, ethnicity, political orientation, religion, and medical condition.
        3. The Offices shall ensure that the environment in which the beneficiaries will be working is conducive.
        4. The scope of SPES beneficiaries’ work shall only be within the premises of DepEd. No insurance will be provided for the beneficiaries if they get into an accident.
        5. The offices under which the SPES beneficiaries will be reporting shall ensure that the latter will undertake substantial tasks to help them develop employable skills.
      4. Reporting for Work, Absences, and Tardiness
        1. The SPES beneficiaries shall report in for work between 7:00 a.m. and 8:00 a.m. and render eight (8) hours per day excluding lunch time and leave between 4:00 p.m. to 5:00 p.m. Engaging in official travel is prohibited.
        2. The reporting schedule for work should adhere strictly to weekdays, with weekends and holidays generally excluded. However, in exceptional circumstances where weekend or holiday work is deemed necessary, a request must be made by the Office Focal Person addressed to the Director of the Bureau of Learner Support Services, with attention to the BLSS – YFD, subject for approval.
        3. In all cases of absence, a written explanation must be presented to the SPES Focal Person noted by the SPES 2024 BLSS-YFD Program Lead.
        4. The DepEd shall allow excused/paid absences for beneficiaries who can present documentary proof justifying their absence (e.g., school notice). The following are considered excused absences and those not in the list shall be brought to the attention of the Focal Person:
          1. Examination day
          2. Enrollment day
          3. Medical reasons
          4. Unforeseen circumstances
        5. In the case that the beneficiary is not able to report to work and is not able to present proof of their excuse, is tardy and/or was not able to render eight hours of work, a salary deduction shall incur.
      5. Dress Code and Expected Decorum
        1. The SPES beneficiaries are expected to comply with the provision stated in the Civil Service Commission’s Memorandum Circular No. 19, s. 2000, on the prescribed dress code for government employees in the workplace to appear presentable on working days.
          1. Appropriate Attire:
            1. Smart-casual attires are preferred. This may include collared shirts, blouses, slacks, and closed shoes.
            2. Casual attires are acceptable on Fridays.
          2. Prohibited Attire:
            1. Strapless tops, tank-tops, crop tops, and blouses with plunging necklines;
            2. Gauzy, transparent, or net-like shirts or blouses;
            3. Shorts, miniskirts, ripped jeans, jeggings/jogger pants;
            4. Slippers;
            5. Face tattoos and piercings;
            6. Loud or unnatural hair colors.
        2. In line with the objectives of SPES to be a training ground for future career prospects, all SPES beneficiaries must always be professional and observe proper workplace decorum.
      6. Payment of Salary
        1. The beneficiaries shall be paid a salary not lower than the applicable daily minimum wage for National Government Agencies (P610).
        2. Sixty percent (60%) of the beneficiaries’ salary shall be paid by DepEd, while the remaining forty percent (40%) shall be paid by Department of Labor and Employment (DOLE).
        3. The beneficiaries shall receive their salaries for the working days they rendered in two-time payments after the SPES graduation.
        4. The beneficiaries shall receive the salary from DepEd in cash, while that from DOLE through a money transfer service to be determined and announced.
        5. The beneficiaries are not entitled to Overtime Pay.
      7. Salary Requirements
        1. The beneficiaries shall submit their Daily Time Record (DTR) indicating the time they reported in and out during the days they rendered for work.
          1. This should be affixed with a wet signature of the SPES beneficiary, Head of the Office they are reporting to, and the SPES Focal Person from BLSS-YFD.
          2. The template for DTR shall be provided by the SPES TWG.
        2. An Accomplishment Report (AR) shall be filled out, in which the SPES beneficiaries declare the tasks they fulfilled during every working day they rendered.
          1. This should be affixed with a wet signature of the SPES beneficiary, Head of the Office they are reporting to, and the SPES Focal Person from BLSS-YFD.
          2. The template for AR shall be provided by the SPES TWG.
        3. A Payroll shall be prepared by the SPES Focal Person.
        4. In claiming the salary from DOLE through a money transfer service, the beneficiaries shall prepare one (1) valid ID and their SPES ID, in which a control number unique to every beneficiary can be found.
      8. Post-Evaluation
        1. The beneficiaries will be evaluated by the office they reported to at the program’s end. The template for the Evaluation Form is attached as Annex J.
        2. The program’s conduct shall also be evaluated by the offices concerned and by the SPES beneficiaries for improvement.
