Republic Act No. (RA) 11168 titled, “AN ACT ALLOWING HOME ECONOMICS GRADUATES TO TEACH HOME ECONOMICS SUBJECTS AND HOME ECONOMICS-RELATED TECHNICAL-VOCATIONAL SUBJECTS IN ALL PUBLIC AND PRIVATE ELEMENTARY AND SECONDARY EDUCATIONAL INSTITUTIONS, RESPECTIVELY, CONSISTENT WITH SECTION 8 OF REPUBLIC ACT NO. 10533 OR THE ENHANCED BASIC EDUCATION ACT OF 2013,” was signed into law by law by Former President Rodrigo Roa Duterte on January 3, 2019. The law aims to allow competent graduates of home economics or other allied sciences to each as provisional teachers for home economics subjects and home economics-related technical-vocational subjects in all public and private elementary and secondary-educational institutions, respectively, and other duly recognized academic institutions.

Pursuant to the law, Department of Education (DepEd), in consultation with the Commission on Higher Education (CHED) Chairperson, the TESDA Director-General and Professional Regulation Commission (PRC) Chairperson, is directed to issue the rules and regulations implementing the provisions of the law.

In view of the foregoing, to foster a holistic approach to policy development, the Office of the Undersecretary for Legal and Legislative Affairs-Legislative Liaison Office of DepEd is currently soliciting insights, feedbacks, and/or recommendations on the proposed Implementing Rules and Regulations of said law. Stakeholders from both the public and private sectors are encouraged to contribute by submitting their inputs and comments via email to legis@deped.gov.ph.
