1. It has come to the attention of this Office that schools impose a lot of charges to students other than tuition fees, such as the purchase of supplies and books directly from schools.
2. This Office objects strongly to such a practice. Students should be given the freedom to purchase their needs for books and supplies from various sources and imposition on them to buy these needs from the schools should be immediately stopped.
3. In this connection, this Office after due process will impose the following sanctions ranked according to 1st, 2nd, 3rd and 4th offense respectively on schools found violating this Order.
   1. Refund of the students’ money and forfeiture of the books and supplies bought.
   2. Imposition of a fine of P1, 000 per violation.
   3. Freeze on tuition fee increases for a period of 5 years.
   4. Closure of the school.
