1. This Office, cognizant of the need for middle-level manpower in the various technology areas which shall provide the necessary skills and knowledge called for by technical positions, has approved the inclosed policies and minimum standards for the one-year technical programs for Home Industries/Crafts man. These one-year programs lead to Certificate of Proficiency in twelve (12) areas of specialization.
2. The policies and standards have been evolved after a series of consultation meetings and workshops with technical-vocational school heads and teacher from both the government and private sectors as well as representatives from industry who will eventually absorb the graduates of these programs.
3. On the provision of meeting the minimum standards as prescribed in this Order, regional directors are enjoined to enforce this requirement. The one-year Craftsman Certificate shall be implemented effective the school year 1987-1988 in the twenty-one craftsman/home industries schools. The Technical Panel for Technical and Vocational Education (TPTVE) and the Bureau of Technical and Vocational Education Division in DECS regional offices shall assist the schools in setting up their minimum requirement for laboratory and shop facilities as a requirement for the training of craftsmen in the twelve (12) areas or specialization.
4. The policies and minimum standards and the list of Home Industries/Craftsman schools are contained in Inclosure Nos. 1 and 2 of this Order.
5. It is desired that this Order be widely disseminated.
