1. It has come to the attention of this Office that some Philippine colleges and universities are burdened with the problem of students enrolling for the degree courses without qualifying in the National College Entrance Examination (NCEE). It must be borne in mind that passing the National College Entrance Examination (NCEE) is a prerequisite for admission to any professional degree program in consonance with the twin goals of the NCEE of improving the quality of education and maintaining viable balance of manpower stock in the country.
2. It is urged that more rigid implementation of the NCEE policy be observed by all public and private tertiary educational institutions such that:
   1. All foreign/local students admitted in the first and/or second semester for school year 1986-87 on a probationary basis and who failed in the NCEE are not allowed to enroll in the succeeding semester.
   2. Pursuant to the guidelines for the administration of the NCEE in other countries issued by this Office dated June 11, 1986, foreign students should first pass the NCEE before they are issued student permits/visas in their respective countries. Prospective foreign students could take the NCEE at the following designated Examination Centers – New York for the East Coast; Los Angeles for the West Coast; Paris for Europe; Bangkok, Singapore, Malaysia, Jakarta for ASEAN and Southeast ASIAN Countries; Brunei; Kuwait; Amman, Jordan; Telaviv, Israel; Riyadh for Saudi Arabia; New Delhi, India; Australia; Hong Kong which includes Beijing and Taipei; and Lagos, Nigeria.
   3. Additional testing centers shall subsequently be set up as the need arises.
3. In view of the sanctions imposed by MECS Order No. 9, s. 1983 in its inclosure on Disciplinary Action to wit:
   1. MECS officials and other government personnel and employees who, in the performance of their official duties in connection with the administration of the NCEE, are found guilty of negligence or who commit infractions of the law, rules, and regulations, such as initiating or tolerating any form of cheating which adversely affects the integrity of the test, shall be dismissed from the service and the students involved debarred from taking the NCEE.
   2. Colleges and universities found willfully violating any policy or through negligence or laxity cause the violation of any of the NCEE policies as spelled out in the aforementioned MECS Order shall be penalized. Such penalty shall range from reprimand to:
      1. Revocation of government recognition;
      2. Cancellation of permit;
      3. Confiscation of permit for recognition bond; and
      4. Such other penalties as provided for in the Manual of Regulations for Private Schools.
   3. Students who submit tampered/fake NCEE rating slips shall be debarred from enrolling in degree courses.
      It is urgent and necessary that utmost vigilance and caution be exercised in the admission of college-bound students.
4. This Order shall take effect immediately.
