1. Pursuant to the objectives of the Technical and Vocational Education Project (TVEP) under the Philippine Government and Asian Development Bank Loan Agreement No. 531-PHI, the four (4) Centers for Technical Education and Staff Development as listed hereunder are hereby institutionalized:
   1. Marikina Institute of Science and Technology – National Center for Technician Education and Staff Development, Marikina; Metro Manila
   2. Technological University of the Philippines – Regional Center for Technician Education and Staff Development for Luzon; Taguig, Metro Manila
   3. Cebu State College of Science and Technology – Regional Center for Technician Education and Staff Development for Visayas; Cebu City
   4. University of Southeastern Philippines – Regional Center for Technician Education and Staff Development for Mindanao; Davao City
2. The CTESDs shall engage in activities related to:
   1. Staff Development and Technician Teacher Training
   2. Research and Innovation
   3. Curriculum and Instructional Materials Development
   4. Educational Facilities Development
   5. Consultancy
   6. Other activities that may be authorized
3. The CTESDs shall cater to the institution-building needs of the participating institutions under the TVEP and subsequently to those of similar institutions within regional responsibility.
