1. Considering the present economic crisis and the appeal of President Corazon C. Aquino for understanding, and taking into account the discussions during the consultation meeting of the Multi-Sectoral Task Force held last June 5, 1986, the Ministry enjoins each sector to share in the joint responsibility of maintaining the viability of the private school system as well as the quality of education.
2. The following guidelines are hereby issued:
   1. Each school shall determine, after consultation and agreement with different sectors of the school community, i.e., students, parents, faculty administration:
      1. whether to freeze or increase tuition and other school fees;
      2. the amount of increases, if the decision is to increase; and
      3. the allocation of incremental proceeds.
   2. Increase in tuition and other fees shall not exceed 15% of non-accredited schools and 20% for accredited schools over the previous school year’s approved fees.
   3. Schools which have been collecting tuition and other fees within the approved limits and with the agreement of the different sectors of the academic community are authorized to continue their collection.
   4. In case of disputes or conflicts regarding increase on tuition and other fees, the Ministry or each regional office may act as arbiter thereof.
   5. All schools proposing to increase school fees for SY 1986-87 shall submit to the appropriate MECS regional office, in duplicate, the following documents; (1) letter of advice indicating the percentage of increase, the allocation of the incremental proceeds and the consultation made and the acceptance of the increase, (2) comparative schedule of school fees for SY 1985-86 and SY 1986-87, indicating the percent of increase, (3) latest income tax return and financial statements, (4) latest income tax return and financial statements, (4) comparative budget of revenues and expenditures duly approved by the Board of Trustees, (5) list of students enjoying scholarships, tuition-waivers, discounts or grants-in-aid, and (6) certificate of accreditation where applicable. These documents shall be submitted on or before 31 of July 1986.
3. All accepted increase shall be effective upon opening of classes for SY 1986-87, unless a different effectivity date is indicated in the letter of advice.
4. Any order, memorandum, circular or rules and regulations inconsistent herewith shall be deemed repealed or amended accordingly.
5. This Order shall take effect upon its approval, and strict compliance therewith is hereby enjoined.
