Reiterating the Prohibition on the Collection of Contributions from Students of Public Elementary and Secondary Schools

- Given the mandate for a truly free system of public basic education, this Office hereby reiterates its policies on the prohibition on the collection of contributions from students of public elementary and secondary schools during the enrollment period, since such collections could be misconstrued as a prerequisite to admission.
- The only collection that is authorized to be collected by the school or by its teachers during the enrollment period is the Identification Card Fee, which shall be set by the individual elementary or secondary public school, but which shall not exceed P5.00 per student. Except for the Identification Card Fee, no other collections shall be made during enrollment, whether by teachers, other school personnel, or representatives of other organizations.
- For pupils/students in elementary and secondary public schools, the following contributions from pupils are authorized by law and this Office to be solicited hilt on a voluntary basis, after the period of enrollment, and only during their respective campaign periods:

a. Boy Scouts of the Philippines June – September Not more than P15.00
b. Girl Scouts of the Philippines January – December Not more than P25.00
c. Philippine National Red Cross January – December Not more than P0.50
d. Anti-TB Education and Fund Campaign January – December Not more than P1.00 - For pupils/students in public elementary and high schools, an annual fee of not more than twenty (P20.00) pesos per parent per school for PTA/PTCA purposes may be collected after the en¬rollment period, but only by other than the teachers themselves.
