1. Republic Act No. 7731, or “An Act Abolishing the National College Entrance Examination, Repealing for the Purpose Presidential Decree No. 146”, was approved last June 2, 1994. Briefly, the requirement of an entrance examination for entry into initial four-year tertiary bachelors’ programs under PD 146 was abolished, all those who had failed the NCEE in prior years may now be considered for admission to all tertiary programs, and no national entrance examinations shall henceforth be required for post-secondary degree programs. This Office is in full accord with the new law.
2. In compliance therewith, all remaining prospective activities pertaining to the said NCEE such as the 1993 Special NCEE scheduled on June 26, 1994 as per DECS Order No. 15, s. 1994, and the registration fees collected in connection with the conduct of the 1993 Special NCEE shall therefore be refunded to the registrants concerned.
3. The issuance of certifications of NCEE ratings and certificates of NCEE exemptions are hereby terminated. Local and foreign students are no longer required to have an NCEE rating for admission to any degree program. All students who failed the NCEE can now enroll in degree courses subject to the admission requirements of the institutions concerned.
4. This Order shall take effect immediately. All previous DECS issuances relative to the implementation of the NCEE inconsistent with the provisions of the Act are deemed rescinded. Immediate and widest dissemination of this Order is desired for the information and guidance of all concerned.
