1. In line with the policy of President Fidel V. Ramos to increase accessibility to education, the State Assistance Council (SAC) approved some amendments in the rules and regulations for the implementation of RA 6726, with reference to the Private Education Student Financial Assistance (PESFA) and Study-Now-Pay-Later Plan (SNPLP), as follows:
   1. Transfer of Grantees to Another School Outside the Region
      This may be allowed under any of the following conditions:
      1. School where the grantee is presently enrolled certifies that it does not offer the course which the grantee originally intended to pursue;
      2. Parents transferred residence;
      3. Transfer will not prolong the required residence in the course;
      4. Transfer of school must be done not later than the first semester of the second year of the course; and
      5. Transfer outside the region has been approved by authorities concerned.
   2. Attendance in Summer Classes
      To help the grantee finish his course in a short span of time, he may be allowed to attend summer classes on the following conditions:
      1. The subjects are part of the curriculum and are offered only during the summer terms and the grantees is graduating during the summer term or during the first semester of the ensuing school year; and
      2. The grantee carried a load of 18 units or more during the previous two semesters and passed all of his/her academic subjects.
2. All other provisions of the Rules and Regulations for the Implementation of RA 6728 shall remain in force unless otherwise amended.
3. This Order shall take effect immediately.
