Republic Act (RA) No. 12028 or the “Academic Recovery and Accessible Learning (ARAL) Program Act,” was signed into law by President Ferdinand R. Marcos, Jr. on October 16, 2024. It aims to create a national learning intervention program designed to help struggling learners catch up with the required standards for their grade levels.
Section 18 of the abovementioned law provides that the Department of Education (DepEd), in coordination with the Commission on Higher Education (CHED), Department of Information and Communications Technology (DICT), Department of the Interior and Local Government (DILG), and other stakeholders shall promulgate the necessary rules and regulations for the effective implementation of this Act.
Accordingly, the Office of the Undersecretary for Legal and Legislative Affairs-Legislative Liaison Office (OULLA-LLO), in coordination with concerned offices, hereby publishes the attached Clean Draft of the Implementing Rules and Regulations of RA 12028 or the ARAL Program Act, to secure the inputs, recommendations, and comments of the public.
