Atty. Gerard L. Chan is a distinguished legal professional and government executive with extensive experience in public service and academia. He most recently served as the Undersecretary for Legislative Affairs and Partnerships at the Department of Education and previously held roles as Chief Privatization Officer at the Department of Finance’s Privatization and Management Office, Assistant Secretary for Procurement, and Director for Legal Services at the Department of Transportation. He is a Career Executive Service Officer with a CESO I rank and is also a Recognized Trainer in Procurement for the Government Procurement and Policy Board (GPPB).
Before his government service, Atty. Chan worked as an Associate at ACCRA Law and served as a Consultant for the Asian Development Bank Administrative Tribunal. In academia, he is a dedicated member of the faculty at the University of the Philippines College of Law, where he teaches Civil and Commercial Law, and also serves as faculty at San Sebastian College-Recoletos Graduate School of Law. His teaching contributions have extended to institutions such as Far Eastern University, De La Salle University, the University of Asia and the Pacific, and the University of the East.
Atty. Chan’s academic achievements include a Bachelor of Laws (cum laude) from the University of the Philippines and a Bachelor of Science in Legal Management (cum laude) from Ateneo de Manila University. He furthered his studies with a Master of Business Administration (with Merit) from the University of Bradford and a Master of Laws (with Distinction) from the University of Durham, both in the UK as a British Government Scholar. He also completed a Diploma in Development Management (with Honors) from the Development Academy of the Philippines.
