Tranfers of Administrative Authority Over Elementary and Secondary Schools to the Province of Camarines Norte from the Province of Quezon

1.   On November 8,1989, the Supreme Court, in “Province of Camarines Norte etc. vs. Province of Quezon etc., G.R. No. 80796, resolved the boundary dispute between the two provinces, declaring the disputed area as part of the Province of Camarines Norte.
2.   Subsequent resolutions of the Supreme Court addressed matters dealing with the implementation of the Decision of November 8,1989.
3.   As directed by the Supreme Court, the Department of Environment and Natural Resources (DENR) conducted a survey to delineate the precise boundary between the two provinces, the results of which survey are reflected in Survey Plan NS-050, approved by the Director of Land Management Bureau on November 2, 1994, and submitted to the Office of the President on March 15,1995.
4.   It appears that national agencies with offices in, or exercising supervision over the once disputed area, have since effected the corresponding transfer of functions and authority from the Province of Quezon to the Province of Camarines Norte.
5.   From the report of the OIC of the Division Superintendent of Camarines Norte, the schools located within the barangays included among the areas returned or now considered part of the Province of Camarines Norte are the following:

6.   Effective immediately, therefore, the administrative authority and supervision over the above enumerated schools, formerly under the jurisdiction of DECS Division of Quezon, are hereby transferred to the DECS Division of Camarines Norte.
7.   The Division Superintendent of Camarines Norte shall submit a report, on the completion of such transfer within ten (10) calendar days therefrom, to the Regional Director, DECSRO V, copy furnished DECSCO.
