1. The Department of Education, Culture and Sports through the Bureau of Secondary Education has been implementing the Balik- Paaralan Para sa Out-Of-School Adults (BP- OSA) Program in 31 pilot schools nationwide since July 199. The program aims to provide the opportunity for OSAs aged 20-45 to finish secondary education and to start a small- scale business with assistance from DECS and participating government and non- government institutions.2. As a matter of policy, sustainability of the Program shall become the responsibility of the regions effective CY 1999.

3. Owing to the nature of adult learning, regular consultations with stakeholders are necessary to aid in the formulation of innovative policies to address the needs of the clientele and to guarantee the successful implementation of the program.
4. In view of the above, the implementing guidelines for technical and financial assistance to the Program are given in Inclosures 1 and 2.
5. Immediate dissemination of this Order is expected.
