1. Pursuant to Article 28 (3), Chapter III of Republic Act No. 6938, “An Act To Ordain A Cooperative Code of the Philippines,” any government employee may be allowed by the head of office concerned to use official time for attendance in board and committee meetings of cooperatives, among others, provided that the operations of the office concerned are not adversely affected.
2. To enable public school teachers to provide their services to cooperatives and assist in making them become responsive economic enterprises, this Office hereby grants authority, to any public school teacher who is interested in running for election as a member of the Board of Directors of Electric Cooperatives.
3. It has been represented that said board* members, being policy makers, do not participate in the daily operations of the cooperatives and normally attend board meetings during Saturdays and after official working hours.
4. The heads of schools of public school teachers who have been elected as board members should ensure that the attendance of said teachers in board meetings does not conflict with their class schedules and will riot impair, the delivery of educational service.
5. Wide dissemination of this Order is desired. All previous issuances inconsistent with the provisions of this Order ate hereby revoked or modified accordingly.
