Revised Guidelines on the Utilization of the Financial Support Fund to the Secondary Schools SPED Program
  1. For SY 2011-2012, forty three (43) secondary schools implementing the Special Education (SPED) Program that submitted the enrolment data per requirement in DepEd Order No. 50, s. 2010 shall be granted Five Hundred Thousand Pesos (PhP500,000.00) subsidy for the effective delivery of service to students with exceptionalities. Please see the enclosure for the list of schools.
  2. The subsidy shall be released directly to the recipient schools with fiscal autonomy or through the Schools Division Offices for those schools without fiscal autonomy pursuant to the provisions of the Department of Education-Department of Budget and Management (DepEd-DBM) Joint Circular No. 2004-1 entitled, The Guidelines on the Direct Release of Funds to Regional Offices and Implementing Units.
  3. The amount granted per school shall be utilized to support the implementation of the folowing activities of the SPED Program as reflected in the approved School Improvement Plan (SIP):
  1. Training/Professional upgrading of teachers and school heads;
  2. Purchase of assistive devices and instructional materials including psychological/IQ tests;
  3. Student development, leadership training, educational visits and student participation in SPED-related activities;
  4. Conduct of INSET in the development of instructional materials and evaluation of learning; and
  5. Travel expenses relative to participation/attendance to conferences, study visits, and other activities relevant to the implementation of the Program.

 

  1. The breakdown of the allocation is as follows:
Not exceeding 25% Training/Professional Upgrading of Teachers/School Heads
Not exceeding 35% Procurement of Assistive Devices
Not exceeding 20% Procurement of Instructional Materials and Supplies
Not exceeding 20% Student Development Activities

 

  1. Beginning SY 2011-2012, the 50% of the subsidy shall automatically be released to the schools, while the balance shall be computed based on the number of enrollees upon submission of enrollment report for SY 2011-2012 to ensure that the financial subsidy is rationally utilized and be recommended for its continued release to recipient schools.
  2. The recipient schools must provide the Bureau of Secondary Education (BSE) a liquidation report on the utilization of the financial subsidy as well as report on Item No. 5. Non-compliance may result to the suspension of subsidy.
  3. All existing Orders and Memoranda inconsistent with this Order are rescinded.
  4. Immediate dissemination of and compliance with this Order is directed.
