- Inclosed is a copy of a Memorandum signed by the President dated August 20, 1996 directing this Office to issue all orders necessary to make adequate preparations in ensuring the holding of Honest, Orderly and Peaceful Elections (HOPE) in the ARMM. Particular attention is invited to item No. 3 wherein the DECS is mandated to effect the reshuffling of teachers serving as members of the Board of Election — Inspectors, Division Supervisors, Superintendents of schools when feasible and necessary, to shield them from any and all pressures that may be exerted in the performance of their official duties, for strict compliance.
- In addition thereto, all teachers and school officials are hereby advised to perform their election duties with the highest degree of honesty to achieve orderly and peaceful elections.
- For this purpose, the Regional Secretary of ARMM and the division offices under it are enjoined to disseminate this directive to concerned teachers to properly observe existing laws, rules and regulations issued by the Commission on Elections in order to safeguard the integrity of the ballots and to ensure the successful holding of elections in ARMM.
