1. In response to queries received from the field regarding the modifications that may be made on the New Secondary Education Curriculum (NSEC) as stipulated in Item 4 of Inclosure No. 3 To DECS No. 11, s. 1989, the following guidelines are hereby issued:
a. Changes may be made on the process content of the curriculum, i.e., more complex skills or operations may be developed, but the basic structure of the curriculum, i.e., time Allotment and subject offering prescribed in DECS Order No. 11, s. 1989, shall be maintained as core requirements, these being basic to general secondary education. Thus, no diminution shall be made in the time allotment and the number of subject areas to be offered.
b. Additional time may be given and/or additional subject areas may be offered in the curriculum but these must subscribe to psychological and pedagogical principles.
2. Technical-vocational schools with high school departments, vocational high schools and special science high schools, may make modifications on their curricula but must meet the basic requirements stipulated above.
3. This Department shall be furnished copies of modified/enriched curricula.
4. Immediate dissemination of this Order is desired.
